KLBC Activities Report For March, April And May 2022

1 to 15 March 2022
LAC Pupils Programs

Organised by the Bar Council Legal Aid Centre (Kuala Lumpur) (“LAC”), the orientation for Batch 109/2022 was conducted by Kenneth Khoo on 1 March 2022 from 2:00pm to 6:00pm, via Zoom.140 pupils attended the orientation.

The pupils were then assigned to their respective LAC Pupils Programs. The respective training programs were conducted between 9 March and 15 March 2022 either online or physical.

The trainers were Shashi Devan, Parvinder Kaur, Collin Arvind Andrew, Arun Kumar, Tan Hui Wen, Selvaraja, Dato’ Yasmeen Shariff, Balan and the representatives from the respective NGO partners.

Hand Over Of Essential Items To Kajang Prison

Organised by the Criminal Law Practice Committee (“CLPC”), the handover ceremony was held on Friday, 4 March 2022 at 3:00pm at the Kajang Prison and was, attended by the KLBC Chairman, Vivekananda Sukumaran, Honorary Secretary, Alvin Oh Seong Yew and CLPC Chairperson, Collin Arvind Andrew.

In 2020 the CLPC ran a donation drive for Kajang Prison. Since there was a surplus from the donation drive, the CLPC spent the balance to purchase essential items for the benefit of the inmates.

Present to receive the items on behalf of the Kajang Prison was the Deputy Superintendent of the Kajang Prison. The items purchased below were:

1. Isolation Gown – 1 carton/100pcs
2. 3 ply face mask – 40 box/2000pcs
3. Hand sanitizer 500ml – 20 bottles
4. Face shield – 58 pcs

Standby For International Women’s Day Celebration

Organised by Jawatankuasa Hari Wanita Sedunia, the celebration took place at Taman Jaya, Petaling Jaya from 4:00pm to 7:00pm. The Bar Council Legal Aid Centre (Kuala Lumpur) (“LAC”) Urgent Arrest team was invited to be on standby for the participants whom attended the International Women’s Day Celebration. Volunteer lawyers on standby for the event were Pravinder Kaur, Nurul Hidayah Mohd Azmi and Wan Azlin Ahmad. Fortunately, there was no untoward incidents on the day.

Organised by the Corporate & Conveyancing Practice Committee, this webinar was presented by Alden Yeoh Shuen Chun and moderated by Muneerah Binti Mohd Azlan. It was held via Zoom from 2:30pm to 4:00pm. The webinar covered, amongst others, “Basic Concepts”; “Purpose Of Warranties”; “Types Of Warranties”; “Limitation Of Liability”; “Remedies For Breach”; and “Practicalities”. We had 74 participants.

It was held via Zoom from 2:30pm to 4:30pm. Yayasan Bantuan Guaman Kebangsaan (YBGK) Training For Lawyers (Part 3)

Organised by the Bar Council Legal Aid Centre (Kuala Lumpur) (“LAC”), Part 3 of the training which was held physically at the LAC Training Room, Level 3 Wisma Badan Peguam Malaysia focused on the practical aspects on How To Conduct Cross Examination Of Witnesses During Trials. The training was conducted by Foong Kitson and Shashi Devan from 9:00am to 4:00pm. 12 lawyers attended the training.

Co-Organised by the Kuala Lumpur Bar Committee and the Bar Council Tender Exercise Committee, this briefing was presented by Shahareen Begum Binti Abdul Subhan and Harleen Kauar (Leena). It was held via Zoom from 3:00pm to 4:00pm was attended by 45 participants.

Basic Conveyancing Practice Workshop

Organised by the Corporate & Conveyancing Practice Committee, this workshop was held from 15 to 17 March 2022 via Zoom. The 2:00pm to 4:00pm session on 15 March 2022 was presented by Dennis Teoh, the 4:10pm to 5:10pm session was presented by Chong Wai Kuan and the 5:10pm to 6:10pm session was presented by Lee Jie Jiun and moderated by Fatma Aliya Binti Ahmed Ramzi.


There were four sessions on 16 March 2022 – the first session from 2:00pm to 3:00pm and last session from 5:10pm to 6:10pm was presented by Donny Kwa Soo Chuan and the second and third session from 3:00pm to 5:10pm was presented by R.Yogeswari and moderated by Syabil Bin Ahmad Munawir.



The session on 17 March 2022, held from 2:00pm to 4:00pm, was presented by Nahzatul Ain and the 4:10pm to 6:10pm was presented by Susan Joseph and moderated by Muneerah Binti Mohd Azlan. We had 58 participants.

Organised by the Corporate & Conveyancing Practice Committee, this Interactive webinar was presented by Syed Adam Alhabshi via Zoom Meeting from 2:30pm to 4:30pm. The webinar covered, amongst others, “What Is Riba’ And What Are The Types Of Riba’”; “Rationale On Why Is Riba’ Prohibited”; “How To Spot Riba’ In A Sale Based Product In Islamic Finance”; and “What Needs To Be Done If There Is Riba’ In A Sale Based Product In Islamic Finance”. We had 31 participants.

Meeting With KL Bar Secretariat Staff

The Chairman, Vivekananda Sukumaran had a meeting with the Secretariat staff on Friday, 25 March 2022 at 3:00pm at the KL Bar Meeting Room. He explained his expectations of each staff at the Secretariat as this term we will have more sports activities and the 30th Anniversary Dinner will be held as well. He also explained the importance of improving the standard of English and Bahasa.

The Chairman also discussed the plans to improve the general benefits of the secretariat staff, namely the introduction of the Employee Handbook, the importance of getting the Covid-19 vaccination, to consider increase the medical claims, to consider revising the amount for the Long Service Award and to plan a staff Trip or Gathering.

The Bar Council Financial Assistance: Members Affected By Floods

The Bar Council launched a Flood Relief Fund to assist Members who were affected by the flood in December 2021. The Chairman, Vivekananda Sukumaran and Honorary Secretary, Alvin Oh Seong Yew considered the applications and held interviews to determine suitability on 26 March 2022 at 3:00pm Kuala Lumpur Bar Meeting Room.

Yayasan Bantuan Guaman Kebangsaan (YBGK) Training For Lawyers (Part 1 & 2)

Organised by the Bar Council Legal Aid Centre (Kuala Lumpur) (“LAC”) Parts 1 & 2 of the training was held physically at the LAC Training Room, Level 3 Wisma Badan Peguam Malaysia. The training focused on the YBGK administration The Arrest, Remand, Bail and Mitigation Procedures. The training was conducted by Shashi Devan and Morhaneraj s/o Rajakumaran from 9:00am to 6:00pm. 12 lawyers attended the training.

Bar Council Donation Drive To Assist Members

The Bar Council Law Care & Welfare Committee launched a Donation Drive to assist Members who were facing financial difficulties in 2021 due to the Covid-19 Pandemic. The Kuala Lumpur Bar Committee received six applicants. The Chairman, Vivekananda Sukumaran and Honorary Secretary, Alvin Oh Seong Yew interviewed one applicant on 31 March 2021 at 5:00pm at the Kuala Lumpur Bar Meeting Room. The remaining five applicants informed the committee that they were no longer in need of the aid.

Philippines/Sulu Claim To Sabah

Jointly organised by the Professional Development Committee and Sabah Law Society this webinar was conducted Tan Sri Tommy Thomas, Datuk Yong Teck Lee, Dr Collin Ong Qc, Adjunct Professor Dr Haji Amde Sidik and Shari Jefri and moderated by Lam Ko Luen & Roger Chin. It was held via Zoom and streamed live on Facebook from 2:00pm to 4:00pm. We had over 300 participants.

Ramadan Donation Drive 2022/ 1443H
The Kuala Lumpur Bar Committee, participating in solidarity with our Muslim brethren during the fasting month, organised donation drive from 11 to 29 April 2022. We managed to raise RM1,650 which we have channelled to Women’s Aid Organisation (WAO). Our deepest gratitude to all who have generously contributed to this donation drive.

LAC Pupils Mid Term Review Batch 109

Organised by the Bar Council Legal Aid Centre (Kuala Lumpur), the Mid Term Review (MTR) for Batch 109/2022 was conducted by the respective project head.

Pupils were given the opportunity to raise issues and express suggestions to improve the programs for the next 7 weeks. The respective MTR programs were conducted between 18 April and 22 April 2022 either online or physically. The representatives from the respective NGO partners also participated in the MTR to give their feedback.

Pupils Introduction And Diversity & Inclusion Session

The Pupils Introduction Session in April was held online via Zoom from 3:00pm to 6:00pm. Led by Rajsurian Pillai and Weera Premananda, the session was attended by 79 pupils. The purpose of the Pupils Introduction Session was to introduce pupils to the structure of the Malaysian Bar and the Kuala Lumpur Bar, the election to both the Bar Council and the Kuala Lumpur Bar Committee (“KLBC”) and the highlights of the Malaysian Bar. It included a session for pupils to raise issues and problems faced by them during their pupillage period.

Also included in the said Pupils Introduction Session was a session on “Diversity & Inclusion” which aim was to educate and create awareness among the pupils on, inter alia, issues related to gender sensitisation, sexual harassment and unconscious bias. The session was conducted by Thulasy Suppiah, Chairperson of the Gender Equality & Diversity Committee.

Meeting With The Managing Judge, Datuk Sri Hasnah

The meeting with the Managing Judge of the Kuala Lumpur Criminal High Courts was held on Tuesday, 26 April 2022 at 3:30pm via Zoom. The Kuala Lumpur Bar Committee was represented by the Chairman, Vivekananda Sukumaran, the Honorary Secretary, Alvin Oh Seong Yew, Co-Chairpersons of Criminal Law Practice Committee, Collin Arvind Andrew and Rajsurian Pillai (Co-Chairperson of Bar Council Legal Aid Centre, Kuala Lumpur).

Among the issues discussed were the delay in assigning YBGK lawyers for appeal matters at the Kuala Lumpur Criminal High Courts, Standard Operating Procedure in the Kuala Lumpur Courts and appointment of lawyers under the assigned counsel scheme.

Urgent Arrest Team For Candle Light Vigil (Nagaenthran Dharmalingam)

Organised by the Bar Council for Nagaenthran Dharmalingam, who was convicted of trafficking drugs in Singapore and was on Death Row, the Candle Light Vigil was held outside the Singapore High Commission.

The Bar Council Legal Aid Centre (Kuala Lumpur) (“BCLACKL”), Urgent Arrest Team was on standby for the vigil. The Urgent Arrest Team consisted of 7 lawyers namely Rajsurian Pillai, Collin Arvind Andrew, Ravin Singh, Shashi Devan, Terrence Lee, Chan Yen Hui, and Parvin Kaur. No arrests were reported.

The Pupils Introduction Sessions in May was held online via Zoom from 2:30pm to 5:30pm. The session on 11 May 2022 was led by Weera Premananda and joined by Rajsurian Pillai and Alvin Oh Seong Yew and the session on 30 May 2022 was led by Weera Premananda and joined by Rajsurian Pillai, 85 pupils attended both sessions. Meeting With eCourt Division
The meeting was held at 11:00am via Zoom. Matters arising from the initial meeting in December 2021, including, but not limited, to the uploading of PDF documents prepared using the Nitro software into the EFS system and the suggested revisions to the EFS Forms were discussed. We also received feedback raised by the Court officers. The Civil Practice and Court Liaison Committee (“CPCLC”) also received feedback raised by the Court officers.

The Kuala Lumpur Bar Committee was represented by the Honorary Secretary Alvin Oh Seong Yew, the CPCLC Co-Chairpersons Nimalan Devaraja and Lim Yin Faye, and members Nizam Bashir, Kuhanraj Manokaran and Kee Hui Yee

KLLAC Meeting With Centre Of Excellence For Research In AIDS (CERiA) University Malaya.

Organised by the Centre of Excellence for Research in AIDS (CERiA), Co-Chairperson Rajsurian Pillai and YBGK project head Morhaneraj attended with a representative from CERiA and discussed the testing session of the App that they are building for people who are using drugs and people living with HIV to obtain legal aid. It was held online via Zoom from 3.00pm to 4.00pm.
